Overview
PENASED seeks an SBC Technical Advisor who will manage all phases of the design, implementation, and monitoring of the malaria SBC strategy and activities for the – USAID Project – for the Systems to End d the Malaria Burden through Meaningful Engagement II (SEMBE II) project in Cameroon Systems to End the Malaria Burden through Meaningful Engagement – || (SEMBE II) is a 5-year project designed to contribute to the fight against malaria, funded by PMI/USAID and implemented by Jhpiego on behalf of United States International Development (USAID) and the American Presidential Initiative against malaria (PMI) with the aim of supporting the Government of Cameroon (GRC) to reduce significantly malaria-related morbidity and mortality by improving the capacity of National Malaria Control Programn (NMCP) and other local entities to lead the prevention, control and elimination of malaria in Cameroon.

PENASED was established in January 2015 and legalized on February 16, 2017. It is a non-political,non-profit, voluntary association governed by the law of
December 19, 1990, on freedom of association in Cameroon, with its headquarters in Yaoundé with an aim to expand its activities both nationally and internationally. PENASED, dubbed, ‘Pentecostal Advocates For SocioEconomic Development’, a Sub-recipient to Jhpiego within the Consortium with the mandate to lead the SBC (social behavior change) activities of the Project, is seeking to recruit a qualified and experienced SBC Technical Advisor to lead efforts in the implementation of SBC activities for the SEMBE II Project at national and regional levels.

The SBCTechnical Advisor shall provide strategic direction and technical management for the planning,implementation, monitoring and evaluation of
cross-cutting SBC strategies and interventions in the SEMBE Il project both at the central level in Yaoundé and at the regional level in Garoua.

This position is a local position and is subject to Cameroon labour law and practice. The project is expected to operate for the next four-year period and
the position is for a one-year contract,renewable, upon attainment of satisfactory key deliverables and results. The SBC Technical Advisorshall report to the SEMBE II Technical Director working in Yaoundé SEMBE II Project office with frequent travels to Garoua in the North Region of Cameroon. The successful candidate will have to be available to effectively start work on 1 October 2024.

Key Duties and Responsibilities

TECHNICAL LEADERSHIP

  • Support the design, planning, implementation, and monitoring of social and behavior change and risk communication programming;
  • Provide strategic guidance on SBC components of programme implementation and lead SBC strategy development and provide technical
    guidance and coordination for the participatory design and implementation, particularly at household and community levels (includes: IPC,mass and social media- community mobilization and advocacy; capacity strengthening;monitoring and learning)
  • Work with Project staff both at National and regional level to ensure that malaria SBC efforts are evidence-based, community-driven and contribute to
    the overall goal of the project;Work with representatives of NMCP, partners, and other stakeholders to share best practices in malaria SBC;
  • Work closely with relevant players in the SEMBE II project to articulate social behaviour change components/outcomes, related strategies and activities, indicators for measuring success,budgeting and indicative work plans on SBC;
  •  Develop and implement SBC-related qualitative and qualitative formative research together with M&E component to inform the SBC strategy development;
  • Provide technical guidance for the development, adaptation. Field testing, and effective use of State of-the art SBC approaches, materials, and tools in
    support of improved outcomes in Malaria interventions;
  • Ensure timely and quality completion of all relevant program deliverables and reporting.
  • Participate in annual work planning, review and other program meetings a sappropriate;
  • Support the documentation and dissemination of program learning:
  • Document SBC and community mobilization approaches. Successes and
  • challenges to support Programmatic and sector-wide learning:
  • Generate timely information regarding SBC strategy effectiveness. Feeding this information Into collaborating, learning and adapting (CLA) processes and leading necessary adjustments;
  • Contribute to collaboration and linkage planning to ensure that SBC approaches incorporate the broad range of external actors and their
    activities/ impacts;
  •  Design the overall SBC strategy and integrated umbrella campaign with the support of the NMCP and the technical SBC central team:
  • Ensure that all SBC activities support the achievement of health & malaria targets in the project Sites.
  • Support development of effective SBC M&Eindicators and evaluation designs.

Required Qualifications

  • A Master’s degree in Public Health, Social Sciences, Marketing, Communication or a related Field Minimum of eight years of experience in international programming; experience working With US Government-funded projects preferred.
  • Knowledge of Ministry of Public Health, structures at national and subnational levels.

EXPERIENCE AND SKILLS:

  •  Experience with programs in social and behavior change, risk communication. Material and message design, and capacity strengthening.
  • Strong knowledge of Ministry of Health structures at national, regional, district, and Community level and a minimum of one year working experience for a public health issue At the national level.
  • Understanding of public health and development approaches particularly in the Cameroonian context. Familiarity with Cameroon’s health system, key
    stakeholders and Relevant government policies/strategies.
  • Excellent presentation skills and verbal and written communication skills.
  • Demonstrated self-management (i.e. motivation, dealing with pressure, adaptability) and the ability to project a professional, consistent image of confidence, integrity and Competence.
  • Support and build the capacity of partners and existing structures to design and Implement social and behavior change and risk communication activities:
  • Ensure timeliness and high integrity of activity implementation in accordance with the work plan;
  • Monitor and ensure all SBC activities and any challenges are documented and reported On a regular basis;
  • Demonstrated problem solving skills, collaboration experience, creativity and willingness to innovate
  • Familiarity and understanding of USAID & FFP policies and procedures;
  • Represent SEMBE I| Project in different forums.
  • Highly proficient in English, fluent in French.
