SBC PROGRAM SPECIALIST- GAROUA
Overview
PENASED seeks a SBC Program Specialist to provides technical and operational support for
developing a systematic, planned and evidence-based strategy and process for SBC as an integral part of programme development, planning and implementation. The Specialist reports to the Regional
Manager SEMBE II and to the SBC Technical Advisor for general guidance and supervision. Through
communication, engagement, and Accountability to Affected Populations (AAP) approaches as well as
the empowerment and participation of stakeholders, communities, children, civil society partners, and government counterparts, s/he promotes measurable behavioral and social change/mobilization. This subsequently contributes to the achievement of sustainable and concrete results in improving children’s rights, survival and wellbeing in the country.
The project is expected to operate over a five-year period.

Key Duties and Responsibilities
- Support the implementation of health facility- and community-based malaria interventions in the North Region. The team will work closely with the malaria focal points in the North Regional Health Office and the District Health Management Teams to support training, supportive supervision, social and behavior change interventions, monitoring and surveillance, and decision making.
- Managing the project’s activities in the North Region coordinating with the project technical advisors and liaising with the regional health delegation and other implementing partners.
- Coordinating with other stakeholders to implement malaria interventions across the region.
- Managing SBC district coordinators who are responsible for implementing project activities at the district level.
- Ensuring that district-level work plans are developed and managed within budget.
- Design, pre-test and finalize drafts of malaria SBC materials in collaboration with NMP and other relevant partners.
- Support/assist the oversight for demand creation component of LLIN mass distribution campaigns including capacity building for consultants.
- Review malaria SBC technical resource materials (e.g., training materials, plans, strategy documents, job aids).
- Work with representatives of NMCP, partners, and other stakeholders to share best practices in malaria SBC.
- Work at regional level to ensure that malaria SBC efforts are evidence-based, community- driven and contribute to the overall goal of the project.
Required Qualifications
- An advanced university degree in one of the following fields is required: social and behavioral science, sociology, anthropology, psychology, education, communication, public relations, or another relevant technical field.
- A minimum of five years (5) of professional experience in one or more of the following areas is required: social development programme planning, Social & Behavior Change, public advocacy or another related area.
- Fluency in French and English are required. Knowledge of a local language is an asset.
- Planning and implementing SBC programmes;
- Previous experience in working/living in communities is an added advantage.
- Excellent oral and written skills; excellent drafting, formulation, reporting skills;
- Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.
