FINANCE OFFICER – YAOUNDE
PENASED seeks a Finance Officer to support SBC operations of the USAID Systems to End Malaria
Burden Through Meaningful Engagement -II (SEMBE II) Project in Cameroon.
The Finance Officer performs routine and non-routine finance management functions for the PENASED Office. Finance Officer has a fair degree of autonomy and may be accountable for certain areas of financial management, but should be prepared to cover others when colleagues are absent. The Finance Officer works interacts with a large number of internal and external clients
The project is expected to operate over a five-year period.

Key Responsibilities:
Accounting
- Support the creation of activity budgets.
- Create and maintain a financial tracking and filing system for project expenses.
- Review and process all authorized payments requests for approval.
- Ensure reconciliations of staff field travel cash advances and banking of any cashreturns.
- Prepare and submit to the Finance and Operations Manager monthly and ad-hoc project financial reports and budget variance analysis.
- Coordinate monthly requests and disbursement of funds, based on budget and cash flow projections, to ensure the project has all the necessary funds for operations.
Procurement
- Coordinate pre-qualification of vendors.
- Review purchase orders and other relevant procurement documents for correctness and completeness before they are processed and issued to vendors.
- Review purchase orders and consult with the team lead for approval, prior to issuance within agreed upon thresholds.
- Liaise with vendors and other service providers and ensure invoices are verified and submitted on a timely basis.
- Provide guidance to the technical team on procurement compliance requirements.
Administrative - Maintain a risk register to track any risk elements through regular check-ins.
- Maintain the asset register and ensure it is always up to date, conducting scheduled and impromptu asset verification.
- Maintain office records such as travel logs, asset lists, and others as needed.
- Receive office supplies and verify the orders.
- Collect and distribute in-coming mail, record, and send out all out-going mail.
- Coordinate logistics for meetings and trainings and set up conference room(s), request cash advance for refreshments, and provide other logistics for in-house meetings.
- Oversee office facilities management, transportation, and logistics, including making necessary
arrangements for project meetings, workshops, and trainings. - Arrange and confirm appointments.
- Manage general office services including security, cleaning, transportation, and utilities.
Required Qualifications
- Degree in Business Administration, Accounting or its equivalent
- Part-professional qualification in Accounting, from a recognized professional Accounting bodies is an asset
- Significant knowledge and working experience in Accounting/Financial Management.
- Knowledge of Financial Management practices in Cameroon.
- Knowledge of Office Processes and Procedures.
- At least 5-6 years’ post-qualification experience.
- Report writing, facilitation, presentation skills required.
- Knowledge and experience of QBE essential.
- Teamwork and cooperation: Ability to work effectively and smoothly across multi-disciplinary andmulti-cultural teams and take actions to build a cohesive work climate in which all members are included. Solicits ideas and opinions to help form specific decisions and plans.
- Result orientation: Ability to proactively approach the smooth organization of internal processes; ability to work independently with a strong sense of initiative, discipline, and self-motivation
- Ability to manage program staff members that are remotely located
- Verbal, written, interpersonal, and presentation skills in French and English
- Proficiency in Microsoft Office
- Ability to travel nationally to project sites
- Good team player
