SBC TECHNICAL ADVISOR-YAOUNDE
Overview
PENASED seeks a SBC Technical Advisor who will manage all phases of the design, implementation,
and monitoring of the malaria SBC strategy and activities for the – USAID Project – for the Systems to
End the Malaria Burden through Meaningful Engagement II (SEMBE II) project in Cameroon. The project aims to Reduce malaria-related morbidity and mortality by improving the capacity of the
National Malaria Control Program and other local entities to lead the prevention, control, and
elimination of malaria in Cameroon.
The SBC Advisor provides strategic direction and technical management for the planning and
implementation of cross-cutting SBC strategies and interventions in the SEMBE II project. The position will lead all SBC-related interventions in the North Region. The SBC Advisor will design the overall SBC strategy and integrated umbrella campaign with the support of the NMCP and the technical SBC central team. S/he will ensure that all SBC activities support the achievement of health & malaria targets in the project sites. The position will be responsible for the timely delivery of all SBC-related activities based on state-of-the-art SBC practices and capture lessons learned. The SBC Advisor will also take a technical leadership role in coordination with all project staff and partners in the consortium to adhere to the SBC strategy and approach. S/he will work closely with project technical and management staff to generate stakeholder inputs, develop implementation plans and suitable knowledge management and measurement. The project is expected to operate over a fiveyear period.

Key Duties and Responsibilities
- Will provide technical assistance to the project in the areas of malaria social and behavior change (SBC) capacity strengthening, planning, monitoring and evaluating health provider’s behavior change, community mobilization, and mass media strategies and advocacy.
- Will assist in developing annual malaria SBC work plan for the project and assist in its implementation including report writing.
- Provide technical support in planning, implementing, and coordinating capacity building activities for Malaria SBC among health care providers including the Behavior Economics approach to fever case management.
- Design, pre-test and finalize drafts of malaria SBC materials in collaboration with NMP and other relevant partners.
- Provide general oversight for demand creation component of LLIN mass distribution campaigns including capacity building for consultants.
- Review malaria SBC technical resource materials (e.g., training materials, plans, strategy documents,job aids).
- Work with representatives of NMCP, partners, and other stakeholders to share best practices in malaria SBC.
- Work with Project staff both at National and regional level to ensure that malaria SBC efforts are evidence-based, community-driven and contribute to the overall goal of the project.
Required Qualifications
- Post-graduate education (master’s or higher) preferred in social sciences, psychology, anthropology, international relations, development studies, public health or related field, and additional post-graduate certifications are an added advantage
- Minimum of 5-7 years of experience required in health communication, public health promotion, health or behavioral sciences, or related field and demonstrated experience in management of large, community-based and inter-disciplinary teams.
- Demonstrated ability to design effective behavior change campaigns, including community engagement and experiential learning activities
- Experience of working with local/national governments and capacity building of systems, partners and staff
- Demonstrated problem solving skills, collaboration experience, creativity and willingness to innovate
- Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
- Familiarity and understanding of USAID & FFP policies and procedures, or those of other donors, or those of donor-funded projects or community-based projects
- Fluent oral and strong analytical, written English communication skills is required
- Self-management is necessary (i.e. motivation, dealing with pressure, adaptability).
- Ability to communicate effectively, instilling trust and confidence.
- Ability to handle a variety of different assignments sometimes under pressure of deadlines.
- Be cooperative, competent, hardworking, flexible, and dependable.
- Ability to coordinate information and logistics for programs and activities.
