SBC TECHNICAL ASSISTANT- YAOUNDE
Overview
PENASED seeks a SBC Technical Assistant to assist the SBC Technical Advisor to manage all phases
of the design, implementation, and monitoring of the malaria SBC strategy and activities for the USAID Project – for the Systems to End the Malaria Burden through Meaningful Engagement II (SEMBE II) project in Cameroon. The project aims to Reduce malaria-related morbidity and mortality by improving the capacity of the National Malaria Control Program and other local entities to lead the prevention, control, and elimination of malaria in Cameroon.
The SBC Assistant provides technical support for the planning and implementation of cross-cutting SBC strategies and interventions in the SEMBE II project. The SBC Assistant will support in designing the overall SBC strategy and integrated umbrella campaign with the support of the NMCP and the technical SBC central team. S/he will ensure the M&E of all SBC activities of health & malaria targets in the project sites.
The project is expected to operate over a five-year period.

Key Duties and Responsibilities
- Support in developing strategies for provider behavior change, provide support to SBC Officers in the states as it relates to malaria and take the lead on documenting implementation successes and challenges in this regard.
- Assist the National Malaria Control Program (NMCP) to develop; implement and monitor malaria SBC activities based on Advocacy Communication and Social Mobilization Guidelines.
- Develop specific messages that will target malaria behaviors among health care providers, like respectful, client-centered care; compliance with national guideline on IPTp; proper diagnosis before treatment; and compliance with treatment of malaria with ACT and work with the digital team to send same to health providers.
- Monitor SBC activities at the health facility to promote providers’ positive behaviors to malaria
diagnosis and treatment and articulate success stories and lessons learned for documentation purposes including as abstract or scientific articles. - Work with the project’s media team to strategize and review all malaria-related mass media materials including periodic review of media activities to align with donor priorities.
- Design, pre-test and finalize drafts of malaria SBC materials in collaboration with NMP and other relevant partners.
- Supports the SBC advisor with general oversight for demand creation component of LLIN mass distribution campaigns including capacity building for consultants.
- Review malaria SBC technical resource materials (e.g., training materials, plans, strategy documents, job aids).
- Work with representatives of NMCP, partners, and other stakeholders to share best practices in malaria SBC.
- Work with Project staff both at National and regional level to ensure that malaria SBC efforts are evidence-based, community-driven and contribute to the overall goal of the project.
Required Qualifications
- Graduate education (bachelor’s or higher) preferred in social sciences, psychology, anthropology, international relations, development studies, public health or related field, and additional post-graduate certifications are an added advantage
- Minimum of 3-5 years of experience required in health communication, public health promotion, health or behavioral sciences, or related field and demonstrated experience in management of large, community-based and inter-disciplinary teams.
- Demonstrated ability to design effective behavior change campaigns, including community engagement and experiential learning activities
- Experience of working with local/national governments and capacity building of systems, partners and staff
- Demonstrated problem solving skills, collaboration experience, creativity and willingness to innovate
- Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
- Familiarity and understanding of USAID & FFP policies and procedures, or those of other donors, or those of donor-funded projects or community-based projects
- Fluent oral and strong analytical, written English communication skills is required
- Self-management is necessary (i.e. motivation, dealing with pressure, adaptability).
- Ability to communicate effectively, instilling trust and confidence.
- Ability to handle a variety of different assignments sometimes under pressure of deadlines.
- Be cooperative, competent, hardworking, flexible, and dependable.
- Ability to coordinate information and logistics for programs and activities.
